The branch [3.1.1-dev](https://github.com/openreferral/specification/tree/3.1.1-dev) is staged for release

This is a patch level update with these changes:

- Made `Page.Empty` a required field for API responses
- Fixed bad foreign keys and missing values in some example data
- Set `service_capacity.updated.datapackage_type` to `datetime`
- Set `constraints` for fields in `unit` and `service_capacity` schemas

We have also removed the hypothes.is plug-in and it’s reference in the about page from the site. Users can submit feedback through this forum, GitHub and email.
